Self-Consumption Production Unit with a connection power > 250 kW

The installation of an interconnection protection is required when a production unit is installed in a place connected to medium voltage with power > 250Kw. The producer must deliver the project elements of the production unit for self-consumption to the entity that supplies the electricity grid. The electricity distribution entity is responsible for providing the interconnection protection parameters.

To start the process, the producer should send the project elements mentioned below:

  • Registration no. of the production unit assigned by the Electronic System for Registration of Production Units (SERUP);
  • Installed power and power of connection of the production unit;
  • Project description for the insertion of the production unit in the consumer installation;
  • Plan showing the location of the interconnection protection system and the metering, metering and telemetering system envisaged
  • Constitution of the generating sets, with their main characteristics
  • Single-line diagram of insertion into the Public Service Electrical Network (RESP), with identification of connection point, as described in the operating protocol;
  • Interconnection panel electrification schemes (according to "good art rules"), including:
    • Protection relay connections (including the ANSI code protection functions);
    • Measuring equipment;
    • Energy metering / telemetering;
    • Electrification schemes of the meter board (according to the "good art rules"):
    • Own generation count;
    • Network interconnection count.
  • Technical characteristics of the equipment:
    • Protection relays (including the one provided for power limitation and maximum homopolar voltage, if applicable);
    • Current and voltage transformers and their test reports;
    • Meters and their test reports;
    • Firing coils;
    • Interconnection circuit breaker (cut-out time not exceeding 70 msec)

Interconnection protection

The protection and automation system contains an essential element for the operation of the electrical system, with the objective that its design, coordination and action (in the face of disturbances in the network) does not affect the quality and stability of the electrical system.

Therefore, the small production producer or production units for self-consumption must equip the production installation with interconnection protector, in order to ensure quick and automatic separation from the grid, regardless of a defect in the grid, either in voluntary manoeuvre, in order to ensure protection to the national grid.

The purpose of this type of protection is to safeguard the electrical network and all customers connected to it against incorrect injection of energy due to a fault in the generation installation or electrical network. It is not intended to protect the generation installation or any of its components.

The producer must equip its production installation with interconnection-level protections that ensure fast and automatic separation from the National Distribution Network, in accordance with the specifications in the "Technical Guide for Independent Power Generation Installations" and other applicable legislation.

The electricity distributor suggests that the interconnection protection function block should have the following constitution:

  1. Maximum residual voltage / homopolar voltage [ANSI 59N];
  2. Minimum three-phase voltage [ANSI 27];
  3. Maximum three-phase voltage [ANSI 59];
  4. Maximum frequency [ANSI 81O];
  5. Minimum frequency [ANSI 81U];
  6. Maximum three-phase current [ANSI 50/51];
  7. Maximum reverse sequence strength [ANSI 46];
  8. Power directional;

Shared medium voltage metering system

Voltage transformers and current transformers supplied by the distribution company remain the property of the same, with their exclusive use for mediating transient power.

For the Self-consumption Production Units, if required by the producer, the transformers can be used for protection and metering functions of the protection unit, with the need for dedicated and separate windings for metering and protection.

In this case, the provisions of the guide on metering, reading and provision of data are complied with, and an audit of the metering system is required on the date of entry into service.

In case the shared voltage transformers and current transformers satisfy the metering, metering systems of the installation, production unit and the protection systems, with dedicated and separate secondary windings for metering and protection functions, it becomes the property and maintenance of the same by the producer.
