he mandatory installation of solar panels on new and renovated buildings to help lower energy prices should be a reality by 2023, according to a report by the Oeko-Institut and the Climate Action Network.

“The European Directive for the Energy Performance of Buildings (EPBD) is currently being revised, and therefore the obligation to solar panels has to be a key talking point for policy makers, with the aim of the measure being adopted by mid-2023″, according to the report. In the note, the association recalls that at the next October 25 meeting, the “Energy ministers will probably decide their general position on this directive, this at a time when there is a strong interest from citizens in the use of solar energy in their homes. ”.

"As national governments are now committed to securing alternative energy sources, they should take the opportunity to involve citizens, communities and businesses in harnessing the great potential of solar energy in buildings in Europe, and to accelerate the end of expensive and dangerous fossil fuels," the note said.

According to Zero, the report recommends that solar energy in EU buildings be made mandatory by the summer of 2023, applied to all new buildings and buildings with major renovations and also to existing buildings, whether private service or public, from 2027.

Zero recalls that some Member States have become pioneers in adopting this obligation, but the "EU needs a harmonised approach".

"In Portugal these measures do not exist, but important steps have begun this year with the creation of the first Renewable Energy Community by Coopérnico, a Portuguese renewable energy cooperative, together with the Parish Council of Vila Boa do Bispo", in the district of Porto, indicates Zero.

The aim of this project, writes Zero, is "to promote the cooperative model of implementation and use of renewable energy in a given territory and thus serve as an example to other municipalities".

According to Zero, the Portuguese energy policy must include citizens, safeguard environmental sustainability and cannot fail in the face of climate emergency.
